New Haven NPCs Asking for Escorts to Other Cities

Have never seen this before: An NPC in New Haven asking to be escorted to other cities. If you refuse the request and try again, the NPC asks for a different city. So far, from the same NPC, I have seen requests to go to Britain, Cove, Jhelom, Minoc, Moonglow, New Magincia, Nujel'm, Serpent's Hold, Skara Brae, Trinsic, Vesper, and Yew.

Could this be an upgrade in preparation for an improved "new player experience"? I'm doubtful that this particular NPC is one that someone abandoned there because of the odd behavior of asking for a different city each time you see what it wants.

Has anyone else come across this in New Haven before? I've never seen them ask for any destination other than some shop or NPC in the New Haven area.

Started noticing this back around pub 97 when I started some new characters on Origin. Didn't seem to remember the escorts going anywhere but the various places around the ghetto...... errr I mean New Haven before.
