[General] Neo Shame mod 10 SSI - was it nerfed?

I recall getting a few shiled and 4-5 jewels with the 10% SSI mod on them the first week or two, now all I see is 5% and I'm wearing greater Luck. Was the 10% ssi mod nerfed the same time as the "relic frag factory" was?
