Need some help with my resist

I take off all of my armor and jewels and I am showing 39 resist in all of my resist. I am human form.
I cast reactive armor and nothing happens. I cast protection and they go down to all 17 and my resist spells goes from 99.7- 65.7.
I put on my armor and it wont go past 39 until I pass the 39 mark on the armor. This is my pvm archer. How do I get my resist to all 0's. Or should I leave it this way? What are the benenfits of this?

My elf being 110 resist with nothing on has 42 in all resists.
This is normal.. I think they call it natural resist.
