Need help finding 'Party Boy'

Hello Atlantic, I need help finding the player of "Party Boy", owner of a house named "Stocked luck coins and luck sandals" up in northern Britannia.

I'd very much love to buy his house but I can't find him.

I'll post a picture of where it is in a couple of minutes.
