Mysticism - Bombard stun proc chance?

Hi, I'm currently at 108.7 mystic & 120 eval. Bombard's stun/knockback chance is supposed to be calculated by caster's mystic+eval vs. target's resisting spells skill but I've yet to seen it stun anyone (even players with 0 resist) and I've casted it probably a hundred times.

Is the stun chance working or is it just really low (something like 5-10% @ 120 mystic/eval?)

It's really low, I'm not aware of it changing since beta and in beta it was roughly 1 in every 20 or 25 casts against someone with 0 Resist. I think its fully negated with equal resist.
