Mysticism - Bombard Spell!

The spell information claims this spell has a chance to knockback and stun players. The stun chance is determined by the casters Mysticism+Eval Int vs the targets Resisting Spells.

Is this spell broke? I havent seen the knockback/stun effect go off once. I've fought all types of players.

Im sitting @ 110 Mysticism & 120 Eval Int.

I have a sneaking suspicion there were some design changes that never made it into the documentation. I have never witnessed a stun effect in PvM. Knockback effects in UO are difficult because it leads to broken behavior / exploits as the blackrock explosions showed.
