This happened to me a while ago. There is a temp fix until they patch it. Just create a NEW Group and all your skills will be in it. Pain in the but but it works.

I paged a GM and they had me do this. It fixed the issue.

Yup the skill setup is on your computer. You can copy those files to characters on other shards and have your macros.
