My Billing Cycles approach-is it safe to migrate yet?

My 90 day billing cycle coming up on 9/6 & 9/20 so I've avoided all the horrors I've read about so far. Is it safe yet to "migrate" accounts yet, and if so, is there a definitive walk-thru process for doing so? I've seen dozens of "how-tos" on Stratics, which one should I use? Or has the UO mothership actually provided easily understood instructions?
