It is from a Pacific EM Event - unknown number of drops. The reporters and EMs haven't been documenting so it is hard to know the history via search. Honestly your best bet would be to post in the UO Pacific Shard forum and hopefully an active board member attended the event. Sorry there isn't better info out there at the moment.
