I've always had the thought that maybe our Gypsies are the remnants of the folk who escaped from Ilshenar. Fitting in that way, if so. But that's just an idea, I never found anything to actually point to that.On Great Lakes, it's Minoc.
The defenders, at least some of them (I saw primarily Meer) have camped out in the gypsy camp.
It's quite neat, actually, seeing the mix of Meer and gypsies in the camp. Very realistic "war zone" kind of feeling.
There's even a "front line" of sorts where the NPC bad guys and the NPC good guys directly engage one another. And the Meer talk to you, tell you that they have set up a barricade, now you need to clear the city.

The gypsies considerably pre-date Ilshenar. This doesn't mean they aren't displaced Ilshenarians, or the descendants of displaced Ilshenarians, of course. And he has yet to mutter a word about "new drops".Hehe, on GL, a yellow NPC in Minoc named Kevin the Butcher is carrying on the good fight. He attacks the Bane Chosen, and when they finally notice him and kill him (one hit) he respawns immediately in The Golden Pick Axe and continues hit fight for Minoc.
