Can an item hold the "...of alchemy" suffix without having an alchemy mod applied?

Can an item hold the "...of alchemy" suffix without having an alchemy mod applied?
maybe it counts the 'balanced' as being part of alchemy, since it allows you to drink potions?
That's what it's doing.
