I am assuming you mean the Metal Chest you see in a house.
Those are chest from "A Message In a bottle", when you got to the cords listed on the MIB you will fish up various items from a ship wreck. If you have your fishing skill high enough.

There are also metal boxes that do not spawn any more. The only way to get them is to buy them or get one from someone. In addition, there are paragon chests that drop on various monsters.
There are so many containers in this game. Colors may help describe the item. Screenshot would be best.
I doubt this will help but here's a rough run down
"Wooden Box" Gold - Spawned from IDOC's moving crates. I would assume still lootable at IDOC's. Would be easy to find them on player vendors.
"Wooden Chest" - Can be crafted or fished up. A metal (gray metallic) can be fished up. Fished up items will state they were recovered from a shipwreck. There are the no label version the metallic gray and the dull solid gray which can be looted from plague beast (maybe lords can't remember). The others with names come from paragon loot.
"rarewood chest" - Craftable
