The primers are shard bound. Is there any workaround to get them transferred to another shard? anything at all?

The primer books themselves? No. The best you can do is xfer to another shard, eat a book, then xfer back.
char that is going to use it has to xfer and eat it, right? the mastery spellbook can be handed between players/accounts, but the spells dont go with it from my little experimenting around.
Correct, the character you want the mastery on has to be the one to eat it.
The "Book of Masteries" used to switch your mastery isn't bound in any way, it simply allows you access to whatever spells your character has learned.

The important question is... which level 3 mastery do you need and do you need it at Legends? 
I have most of them and my backpack seems to have that mythical hole, which always seem to drop stuff people need/want. And I can't see to patch it permanently!
