Info on how to run a trace route and what are, hopefully, the most current server addresses are here on Stratics:
http://uo2.stratics.com/technical-information/server-ip-addresses . I know Lord Obsidian tracked down a new IP address in December for the Atlantic server and posted it in early December. The address he posted then is the one that is on the above-mentioned Stratics page, which was last updated February 1, 2013. Maybe when Bleak gets back to work in the morning (it's about 12:30 early morning for him now), he can confirm that those addresses are indeed the right ones to use.
Edited to add: In case you miss it on the Stratics page, if you're just skimming it, the first paragraph states that "the 'shard.owo.com' DNS names are now redundant, though still in existence. Any application using those will return false and irrelevant results."
