Magincia pet sellers -what gives?

Over the years of Taming I have traded pets to many younger or less skilled players many pets and thought the Magincia pet sellers was a good thing. But I have come across an odd thing of late and am wondering if this normal.

Now in the past I have transfered to a lesser skilled tamer(wearing the right skill jewels) a nightmare just fine but have just now noticed that the same skilled player cant buy one off a pet vendor. Is this right?

I mean does the vendor read the base skill and not the enhanced skill lvl with the jewelry?

I have a tamer who is close to the lvl of taming outright her own with the jewelry but cant get a vendor in Magincia to sell her one.

Try attempting the purchase over and over and over again - if it's like how the tamer trades work, it might take a number of tries for the loyalty check to come out favorably?

If that's not what it is, it definitely would be an oversight if they made it check base skill without the jewels. A number of tamers do indeed spec their taming skill to align with their taming jewels in a particular way and can't do the high level creatures without the extra gear. And it's normal.

Try boosting her strength stat before attempting the purchase. Sometimes blessing the character or casting strength on the character will enable you to transfer a pet if the recipient character's skills are a bit iffy for the transfer.

Tried boosting str and blessed ate till full and still was refused the pruchase. I even did as ELE said and kept trying to get it to go. Still no luck.
I know i have transfered to players mares a few pounts below the nightmares tame lvl.

This tamer is 92.8 lore and 89.7 tame she should be elegble for it, but it says trade stoped due to control. I know many t hunters who use jewels to have taming for doing maps who if not for the jewels wouldnt have the space in points to barely own a mare much less a Gdragon.
If the vendors in Magincia wont sell to you cause base #s is under, I see a big problem with the system that needs looking into.

Does the happiness level of the pet before the trade have any influence on the trade success?

I have lored the pet as is usual for stats and state of mind and as of this post the pet was at top happyness. This is very perplexing. I can imagine others with this same issue on many other shards it could be why some have complained of weak sales. If the vendors are refusing sale due to lvl and not taking jewelry into consideration......

Storm if this is the case you have 0% control chance on a nightmare

put your taming and lore skill in, hit control and scroll down til you get to nightmare it shows 0 with your figures

95 taming 100 lore would give you 83.3 control chance. Bear in mind that this is a 95% skill to tame creature.

I have transfered to many a nightmare with less skill and it has gone to them in the past. It has been a while for me to have a newbie tamer like this.

89.7 with jewels or without jewels? Remember there's 'can't tame, can't own' requirement now. You must have the minimum taming requirement for the creature.

Ah, but that dont explain how i have not only a nightmare but also a G dragon on my tamer i made reciently on Atlantic. She is 103.0 lore and 74.4 tame(base without jewels) and she has both. But they did get transfered to her via players not the npc's on Magincia.

This tamer is on a asian shard, and this #s are with jewels on. Same as i did with the Atlantic char.

I'd say yes, had a Cu trade to me(already had several in stable, including a couple i tamed), it wouldn't go (it had 2 prev owner incl the trader). Gm tamer/lore/vet, scrolled to 120 and w/ jewels. Tried maybe a dozen times, nada. guy fed it, Bingo!
