[Magery] Magery/Inscription Make Mage Weapon Spellbooks

I believe mage weapon spellbooks should be able to be crafted. It can still have the penalty as any mage weapon that spawns but it can also have the +magery skill on it if you are lucky enough to craft it that way. There also could be a new "Scrapper" of sorts that has a -0 with a few other mods. I just think it would be an awesome addition. Just pondering it as of late for some reason...

1 handed -0 MW would be too powerful as they'd allow players to replace the compensation +magery with other +skill items -> über templates.

Well a -20 would also be good. I'm just saying why should a mage with no weapon skill be forced to use a weapon when a spellbook could do the same thing.
