It would be nice if when you get the quest to collect the dye you were told at least a general location to look. I haven't been able to get on and do the quests so I can't tell you what exactly your told. I think when they did this on the Asian shards the Dev's released a list of locations and it was up to the players to figure out what locations and colors were spawned for the day.
