We had this same problem a month or so ago on Napa and reading through the shards Sonoma is having the same problem as you now. In the ICQ's I recieved from this Serial Scammer he states that he is running this scam across 10 shards.

Time for us all to rise up and put them on the outside

I just noticed one doing this on Sonoma, so I "looked around" the other shards and noticed these guys.

While it is shady of people to do this, sadly, it isn't illegal as far as the UO rules go. Just remember to always keep an eye out when buying runics. If it seems to good to be true, chances are it is.
