To make luck items I make base items out of iron(no mods but di), then use a runic hammer while standing next to a soul forge and select item to be reforged then from the menu:

Powerful Re-Forging
Grand Artifice
Inspired Artifice

Choose Name #1 Auspicious of Fortune

To get 150 luck I think you have to use a copper or bronze runic, I just did a run with a dull and like 120 luck.
