I've tested luck a good amount on EVs I've had <500 to over 3000 luck and I can tell you this higher luck does NOT get you items with less negatives. I'd say you end up with more since the number and intensity of mods increase which then increases the chance of it having negative attributes. Also the new loot generator is not as random as I would have hoped it would be.

My understanding.. it wasn't supposed to. The higher luck got you (combined) higher intensities, but they specifically said the higher you go, the more negatives, with a rare chance for a hi power item w/ few(er) negatives.
