In the guides that i've read, lower mana cost works with chiv spells, however my own tests it seems that it doesn't, is this right or a bug or something?

Working for me just fine. I've got 15% LMC on my main paladin, and it takes him 17 mana to cast Enemy of One.
My Chiv mage has 40%+ LMC, and can precast Close Wounds, hold the cursor, Noble Sacrifice, then heal herself a second later when she hits 6 mana with the pre-cast CW.
If there's a bug, it's with your character.
