The Vesper Cultural Center. 1st floor has many in game hard to find books. It also has the Sentinel written by Blitzkrieg. It won a writers contest a year or so ago on Stratics. The 2nd floor has many EM Books I have collected and Global Event Books.

Oh I think I found it, Lace. A rune library yes? I'll make a separate runebook for rune libraries so if folks have any of those, please post directions to them here.
