Looking for Brador of DEA/DEL/PLO

I know he left the game many, many years ago. Was wondering if anyone knows if he has returned or not since then. He left a few items in my safe care when he left and I still have them. Since my ICQ has changed since then, I wanted to post in case he does return in the future so maybe he'll see this post.
