This seems to be happening in every shard.
While it can be a bit annoying, it's actually helpful when you have to buy large sums of reagents, blank scrolls, bottles or bribing, as many NPCs vendors are also duplicated.
When they get to fix this bug, I hope they leave the vendors there.

Yeah I forget when this happened but at some point many npcs were duplicated.
