It seems that if you take the someone else trap, you can gain in stealing

tried to take another's trap and it said it was not mine and left it in the water

I think you might have to be in the Thieves Guild to get it to work - that or have Stealing above a certain level.

I hope everywhere . If true my thief is going to grab every trap he can.

I haven't tested it fully but it can be done in Fel, and if you are guilded with the person. I have done both situations.

In tried in guild, but it was funny...
My friend put the traps then goes to bath. I goes there and took all his traps.
When he came back he goes mad cause he think all traps was destroyed

Erm, if he laid the traps then went for a bath. What did he expect to happen?
All the traps would have been gone when he got back just from the dynamics of Lobster fishing. After the trap bobs it will go under if not caught.
