The base stats for each form are not effected by skill lvl only in that it can be cast and its success rate.

If i remember right, the hpr you get from cat or dog form is affected by skill level.If I go over 100 of ninjitsu skill the animal in which i transform become stronger?

Not sure if the firebreath from reptalon or the bandage healing from cu sidhe form are affected, but nobody is using that anyway.
All the other forms seem to be the same at different skill levels.
