Does anyone know what the tier / points / reward points mean? I seem to have a whole bunch of points, tier 0 and no reward points.

Those "bunch" of points are from the entire shard. When you get enough points (it will say) then the tier level goes up. I'm not exactly sure what the reward tiers of the library do.
Your reward points are the only ones that matter to you. They're the ones that you can claim a reward with.
