Level 7 treasure maps

I was reading on Stratics just now that one of the three places level 7 treasure maps could be gotten was on pirate loot. I have killed and captured many pirates and have never seen a treasure map at any level.

Is this intended?

The only thing I ever looted a level 7 map from was Corgul's body. I think about every 10 Corguls someone in the party will loot level 7 map from him.

I've never seen one on a corgul, I've killed 100+ in party and many more solo but have yet to see one. Did you do yours in tram or fel?

I'm pretty sure i got one from a level 6 chest last week.
