I have never seen an item like this before, was curious on the worth of it.

I've seen them before, if the random mods they spawn with happen to have 10 str, 10 dex, and 10 int then they end up with bless charges because of the old code in the game from items back in the day that had charges. Try doing a search in trader's hall for any that have sold there before.
