Leather that won't stack?

I noticed reward cloth not stacking. I picked up some of my cloth took one out of the stack tried to toss it back in the stack and it was a no go. There is an obvious problem with items especially resources for crafting not wanting to restack or stack at all. I wonder if it has even been reported or look at.

No there's no value to leather that won't stack. It happens sometimes with the salvage bag.
