Kotl Spawn Turned Off Or Broken?

Im not sure if they shut it off already or if its just broken, but the Kotl Spawn is not activating on ATl. We have entered the cores and get the Gate to spawn, but nothing spawns..

Can u please look into this.

Ok EM came and reset the chamber so we put more cores in and still nothing. We think that if u put in the cores before u do the first part it freezes it. Can u make it so u cant put the cores in before u do the first part as people seem to be logging out in the chamber room and freezing the spawn at server up.
