Why is that bad? SP is a free-for-all-no-holds-barred shard. We do not have to agree with the way other players choose to play, and we have the right to oppose it.
One of the most important aspects of Siege is that it doesn't take a whole lot of effort to re-equip and jump back into battle. I'd think it would be discouraging for new players on non-Siege shards because those months you spend getting drylooted and PK'd as a new player on Siege translate to years you spend farming gold and items on non-Siege shards.
The most important thing for Siege is that new players do not get frustrated. Go out there and fight, and support your chosen path of gameplay.
I don't personally endorse drylooting, but it's something that will never go away. As many drylooting PK's as there may be on this shard, there are as many benevolent citizens more than willing to help a new player out.
NEW is an excellent opportunity to acquaint yourself with how the shard works and get a good start, and they do a fine job. It is not, however, an immunity from attack card for certain guilds. Those guilds are not wrong, they are playing one of the ways Siege was designed to be played (in reference to playstyle). You can't fault them for that.
