There's nothing official posted in the Siege EM forum in connection with the Demise of the Defiler fiction, but I did notice posts in the EM forums for a couple of other shards indicating there would be an event Saturday evening, starting out at the Ter Mur moongate.

There are green lanterns in Luna on Origin and Atlantic stating we are to meet Queen Zhah, Saturday August 6th, at 10 PM EDT/ 7 PM PDT on the steps of the Royal City.

So I'm assuming the quest starts there

Reward is "Defiler Hand" some of the asian shards already had the event, seems pretty easy global event. But each shard has their own EM to start off the event.

Do you have to have done any quests to be able to take part ?

no the 3 new quests are seperate to this global one....no need to worry if u have not done the 3 new quests from the queens room.

Picture of the reward, all you need is to have SA then you can attend the event. No need to have done any quests.

Yes, and if you double click the hand it will spakle you like if you bless yourself.

Was there plot or was it just "we are ready to face the Defiler? Oh, look, there it is!"

As far as anyone knows do the details differ shard to shard, or is it exactly the same?

Is the hand stack-able?

well i am so dissappointed in the oceania shard they called for people to help at 730 aest and i was the only one who attended i dont know why no one came so it got cancelled last night.

How did they call? In the 'good ol days', they'd have messages come across the screen, kinda like they do before a server goes down.

don't be disappointed:
that item only sells for 6-10 mil
you didn't have to put up w/ any smacktalkers/ event noise makers
no lines to stand in
no crowds to hassle with

they used the general chat asking for adventurers to assist and also put a post on the oceania em page but to no avail they also went through moongate prolli to luna bank asking the banksitters and pvpers that sit there. It just makes me want to give up on playing uo. I aint no hardcore player but i still wouldve done what i could to help.

The event was announced on the EM page :Welcome… Willkommen…

and on the EM forum:Drachenfels EM Forum - Stratics Forums

and with EM Event announcer in Luna :

And a half a hour before the event i told it several times in General chat.
This way i make sure not many won't know about it on Drachenfels.

Perhaps you should talk to the oceania ems and give them some hints, seems these days em events aren't attended well. Mayhaps they are doing it all wrong or perhaps players just are few and far between. *sigh*
