Looks like a Pure, long mane mare. Same stats as a standard horse, anyone can own this. 1 control slot.

If memory serves me correct these are the horses from an old event, dismounting the faction guard and taming this horse.

Those were actually gotten by an exploit, if i remember right. Riding Swipe the Faction Guard, then tame his mount, and if the Faction guard survived until server down, you kept his black horse.
