did some searches and can't find any info on it....

its reward from the new player experience for completing the miner quest in new haven,

go to the new moon gate, head south from the gate to you see jacob waltz the mining instructor, make sure you have mining pointed up and train to 40, before accepting the quest, once completed jacob's pickaxe is the reward you get.
