Is this normal for throwing?

I made a garg with throwing. She's still low level. Mid, 50's throwing, tactics, anat. There was a reaper in front of the house, so I set her on it....nothing. So I started to count, 32 throws...no hits. I gave up and had my crafter kill it.
Reapers can't be that hard if my crafter can kill it. Why can't a thrower hit it?
Is there something else I need for throwing?

dont use a shield ! I learned this the hard way fighting a mongbat could not hit at all!
