Yes that is all neon tub dyed armor. There was an exploit long ago where you could claim a leather or metal tub and then sell it to a vendor. You could then buy it back and it would go to normal dye tub colors which are brighter than the leather or metal tubs, so they called them neon. Not many of the tubs themselves are around anymore but lots of dyed pieces are. I'd guess somewhere around 25-50m a piece depending on the color.
