It's slime dyed cloth from the Asian slime event (same as the AOS colors). I've seen bolts of it going anywhere from 50k-500k.

The leggings are cursed. Used to be a mod on the old pre AOS items. I still have some blessed ones (among others) that are +10 to all those same stats =)
