Is there a quest concerning Navrey’s webs?

I have heard there is a quest that helps in the effects
that Navrey's webs have on you.

Is this true and if so where might I find the quest giver?

i believe theres a quest from the alchemist in the npc area in the middle of underworld. quest gives a tar potion that is supposed to dissolve web when its hitting you.

I don't know whether the exploding tar potion works for this or not, but the actual item is an acid popper. Both quests from King Vernix of the Green Goblins. Details here:
