Is there a bug that doesnt allow you tp place a home near a moongate anymore.. or was their a housing nerf that I am unaware of and some houses near moongates are grandfathered?

well even within eye shot of a moongate... says housing cannot be created in this area, but there were houses there before and still are on other shards... i am just wondering if their was a housing change in one of the last 5 or 6 publishes that addressed areas where houses can no longer be placed.... like close to city walls, moongates, etc...
