I just resigned from my faction and i saw that the time to leave was already down to 3 days. Does this mean the turn in is up and going or what?

That just somehow slipped into the last client publish. The quit time is still 7 days. Say "what is my faction term status" and it will tell you the correct amount of time until you quit.
