Is the ToT turn-in broken?

Okies been hunting for Tot minors for 2 weeks or so, decided it was time to turn in my booty!! So got my bag of 60 mixed ToTs and off i head to the guy in tokuna expecting 6 majors in exchange...

Well alas the guy in tokuna wont take/wont accept my 4 mempos...Grrr ...What a pain!!!

This means i gotta go hunt for 4 more minors and hope i dont get another mempo for my last major turn-in!!!
