By accepting the quest you get access to the Twisted Weald area and can collect the items necessary to challenge the Dread Horn.

If your asking is the Dread Horn soloable then the answer is yes for some char templates - see Sampire templates listed in warrior forum, im certain other templates can do solo as well but have read many posts for that 1

You only have to accept the quest, not complete it. But every char you want to use would need to go accept the quest.

Yeah, you never actually have to turn it in, it's just to get you inside so you can get access.

for your effort I believe you receive a kick in the pants

You get multiple wooden boxes of high-end loot (some of it crap, some of it equal to Barbed Kit/Valorite Hammer in quality, if you're lucky).

A few of the "wood box/strongbox" quests are repeatable; specifically, "The Ancient World" (the minotaur quest chain) and the Bedlam entry quest chain. a lot of decent loot (and a decent chunk of my items waiting for imbuing) come from those.
