is spined enhancing broke?

i just tried with 120 tailoring and tailoring exc 20% tailoring bonus 23% to enhance spinded items and broke my first 10/10 items.
and i dont think i failed once without losing the item - i lost the item every time. has this been changed or broken?
it use to be 3 yrs ago i could enhance maybe 70% of the time.

I don't think it would be, but to test, just make a few normal leather tunics, then enhance with spined.

that says break chance for me 25% but i broke 100% out of 10 items and zoot tells me she broke every piece of hers. sounds like it is broke
