Is soliciting purchase of non vendable items against the TOS

I've seen a rash of general chat asking to buy non vendable items, for example transfer tokens that cannot be placed on vendors. Now that the anti vending of duped items is in place, how about some clarification in this.

Also, if it is against he TOS, please be heavy handed on such solicitation. Owning said duped items is one thing, but actively asking to buy an item you know to be illegal is a whole different ball game.
