I have one of the Merchant's Trinket and was wondering if it was rechargeable. If so how?

Thanks Tazar, thought maybe the had added a talisman along with white cloth dye tubs on merchant ships or something and I missed the notes on it. Pay $3.60 rl cash to ease vendor fees of gold.... hmmmm thx but nty. Strange........ guess the earrings would represent management going to the unions and make them cut labors pay. UO getting more and more like RL with every passing year. 
OP - if EA/Mythic is selling something that has charges on it like that my guess would be no way in heck they allow it to be recharged. Only purchased again lol.
