I don't recall seeing the fix for that bug go in, but I'll check. I know we had someone working on it.

I have not had any problems, and use the 7th slot on several accounts.

It still disappears once in a while, mine was gone for few hours last week (late at night Pacific time).

April 22, and my 7th slot is missing. Not only that, but when I went to deposit gold at the bank I was told that my bank box had too many items so the increased storage is gone as well. I tried taking stuff outta the bank, soon was to encumbered to move and had to drop some good stuff on the ground just to get home. Sux.
UPDATE: Just logged back in, and the 7th slot is back. Really intermittent problem. Stull Sux

I've been having the same problem--and always if I log in fairly late at night. Tonight I logged in at around 0330 CDT with this problem. I relogged about an hour later, and the problem was cleared up.
It's as if my account is supposed to pick up an extra flag during the login process (for extra space + character slot), but doesn't. As tonight, after an hour or so, I can usually relog and see my seventh character and storage space. Haven't noticed anything missing, thankfully.

This is just my experience...I "lost" my 7th char the second day. Fully scrolled and equipped, went nuts e-mailing EA, paged a GM etc.... Next day, "poof" there she was.
Since then, every day...withing one hour of server down for maintainance, 7th char goes..."poof", gone. When server comes back up...7th char is there again...right as rain. Hope this helps.

Maybe its related to character back-ups, since it seems to occur around server maintenance time.

I've never had problems with mine.. then today I read about this issue on Uhall... tried later to log into UO, connection times took a little longer than usual, and voila: no 7th slot.. lol. Jinx?
