Is +5 stat cap reward tied to character or account age?

If I delete a character and create a new one, would I have to wait 6 months again to get the +5 stat cap increase vet reward for that particular character or would it already be applied to any new characters I create if my account is already 6+ months?

It applies to any char on that account, so you can create and delete chars as much as you want and each one will have the +5 stat increase.

That bonus is usually applied with the first login after char creation.
