While experimenting with different templates on Test Center, I learned that no matter how much Stealth skill increase items you have, you MUST have at least 25 real skill to even attempt to stealth.

Thanks. So then Cloak of silence 10, Shadowdancer +20, Burglar bandanna +10, and that cape +20 would be more than enough with the real 25.

Ummm... Are you talking strictly about items? Ninjitsu rabbit/rat form gives you +20 stealth and doesn't require any skill in Ninja to 'activate'.... It's not exactly 'fake' like items, but I wouldn't call that 'real' skill either (even though it acts like it).
