I've tried mages and mage guildmasters all over the place and nobody gives these out. Where can I find them?

Scribes give them. Empath abby in yew, naturalist shop in brit, and brit library are a few spots

The Lycaeum has a large number as well.
There is also one located across from the soul forge in Ter Mur.
